considering the improvements in bandwidth that high speed internet has these days i would suggest that using HJSplit should mostly be a thing of the past unless there is some technical reason why the forum cant handle it.
100Mbyte file sizes shouldnt need to be split it makes posting original content like mine MUCH easier

its also about server load mike, php has limits set to balance out the needs of upload and download, obviously, overall the file weights are the same, but php can handle smaller sized files better that lager ones.
if you have a file that's say 100mb, server loads may mean that members will experience timeouts on the larger files instead of hanging on the last couple of hj files.
we are always looking at ways to improve the situation and make changes as and when there is a benefit to our members.
