It is not bullying, just keeping the forum clean.
You would be surprised how many pics like that first one are posted here, if ordinary ladies in a non sexual context. We don't allow that, since most people would not be pleased to see a pic of themselves, our their wife or sister grabbed from Facebook or wherever and posted on an adult site for people to fap over.
