I assume you mean WMV, it can be done easily using either TMPGEnc Express or WinAvi Video Convertor. Also try DivX Convertor.
Personally I use TMPGEnc as it gives greater scope for editing

Don't wanna get pedantic juicy but, WMA (Windows Media Audio)
files are Microsoft's answer to mp3 audio files, while WMV (Windows Media Video) are video files, so there is a big difference.
Unfortunately none of them are free but if you are familiar with torrents you can download any of these for free.
