seems so amateur it has to be legit. like maybe he got a blowjob from a local skank or prostitute in exchange for not bringing her in/fining her/ giving a ticket- and his partner took the pic.
abuse of power!- but kind of interesting at the same time. i imagine this happens A LOT more than people think.
