Not really, it's pretty straightforward outside is out of a building could mean out in the garden or out in a field with no-one around. In public simply means that people are around at the time of doing it.

Simply there's no shock value when no-one is a round and it's the shock value that is the whole point in the public photos. having sex in the garden and blowing my load in my woman face is not likely to shock anyone because there's no-one around to see it.

There are not laws directly against it, but it isn't without risk. Public indecency, Sexual Misconduct, or Public Lewdness laws are all phrased so loosely so that local authorities can usually use them to fine/arrest you for something that is not specifically against the law, but they feel violates local standards.
