Actually, it is. Sex in Public is a real grey area. It is not illegal if the participants have a reasonable assumption that they won't get caught. If they are in a place to cause "shock" value, it is. ie:Cum on on one's face in public. There are not laws directly against it, but it isn't without risk. Public indecency, Sexual Misconduct, or Public Lewdness laws are all phrased so loosely so that local authorities can usually use them to fine/arrest you for something that is not specifically against the law, but they feel violates local standards.
