How do I rep somebody?

I've seen the little green "reputation" dots, and gotten several myself....how do I do that for someone else?

When you check your reputation's recieved on your User CP, sometimes the square is green, and sometimes it is grey. What 's the meaning of the two different colors?

Any time I rep someone I make sure to put my name in the comment section, because otherwise there is no way to know who gave you the rep (as far as I can tell anyway). I always like knowing who enjoys my post enough to rep me.
